On November 6, 2007, during the Regular Meeting between Premiers of China and Russia, Mr. Zhang Qingwei, Minister of COSTIND and Mr. Sergei Kiryenko, head of Russian Federal Atomic Energy Agency (Rosatom) signed Intergovernmental Protocol between China and Russia for Cooperation in Construction of Uranium Enrichment Centrifuge Plant and Protocol for Mid-term Cooperation between China and Russia in Peaceful Uses of Nuclear Energy.

Enterprises of the two countries also signed Framework Agreement for Cooperation in Uranium Enrichment Centrifuge Plant and Principle Agreement for Cooperation in Tianwan II Project.
