[CAEA Net news] On April 28, Mr.Zhang Huazhu, Chairman of China Atomic Energy Authority(CAEA), met with Japanese delegation headed by Mr. Hiroaki Kitamura, Managing Director of Japan-Asia Exchange Association. Mr. Zhang Huazhu extended a welcome to the Japanese guests and expressed his appreciation on the nuclear cooperation between China and Japan. Two countries had enjoyed a long time cooperation in the field of nuclear energy over 20 years, and carried out a pleasant collaboration both in the scientific exchange and commercial projects, he said. 

He pointed out that the current focus between the two countries was Safeguard Issues. Since both sides signed the Agreements on the Peaceful Uses of Nuclear Energy in 1985, China had strictly fulfilled its own obligation and subjected the relevant nuclear facilities which used the equipment and nuclear materials imported from Japan to the safeguard application of International Atomic Energy Agency(IAEA). Taking into account the background when the Sino-Japanese agreement was signed and current improvement of China’s Non-proliferation, China had proposed to Japanese side to negotiate an appropriate adjustment on the relevant Safeguard clauses in the Agreement. 

Mr. Hiroaki Kitamura was grateful to Chairman Zhang for sparing time on this meeting and showed his common understanding on the points Chairman had made. Mr. Tadao YANASE, official from Ministry of Economy, Trade and Industry(METI), briefed Chairman Zhang the attitude change of Japanese government toward the overseas development of Japanese enterprises. Recently, Japanese government, used to be neutral, reached the consensus with the Congress and turned to actively support the overseas effort of Japanese nuclear enterprises.  As for the Safeguard issue, METI and Ministry of Foreign Affairs (MFA)of Japan were seriously studying the Agreement between China and Japan and  the Agreement between China and IAEA, and tried to figure out the possible solution.

During the meeting, both expressed the willingness to further enhance mutual understanding and make an effort for the future cooperation. Mr.Zhang Fubao, Deputy Director-General of Second System Engineering Department of CAEA and others participated in the meeting.
