Nuclear Non-Proliferation and Nuclear Security

China has consistently advocated the complete prohibition and thorough destruction of nuclear weapons, and resolutely opposes any form of proliferation of nuclear weapons, and actively participates in international non-proliferation cooperation, in 1992, China acceded to the Treaty on Non-Proliferation of Nuclear Weapons. In 1997, the Chinese government joined the Zangger Committee. The Protocol Additional Safeguards Agrements signed between China and IAEA entered into force in 2002. In 2004, China joined the Nuclear Suppliers Group (NSG).

After joining NSG, China revised the Regulations of the P.R.C on Export Control and Regulations of the P.R.C on Nuclear Dural-use Items and Related Technologies Export Control according to NSG principles and trigger list, which have been revised; it marked that Chinas nuclear export control standards are in line with international common practice.

China acceded to the Convention on the Physical Protection of Nuclear Material in 1989, and actively supports the Fundamental Principles of Physical Protection of Nuclear Material and Nuclear Facilities advocated by the IAEA. China has approved the amendment to the Convention on the Physical Protection of Nuclear Material, and the International Convention for the Suppression of Acts of Nuclear Terrorism, which demonstrates the commitment of the Chinese government to strengthen nuclear security and to take action to combat terrorism according to law.

China actively provided nuclear security assistance to other countries. China cooperated with IAEA to hold regional nuclear security training courses in China for nearly hundred persons from over 10 countries of the Asia-Pacific region. China contributes to the IAEA Nuclear Security Fund to support the capability building in China and other countries in this region. China is making active efforts to build the Center Of Excellence on nuclear security. We will strive to build the domestic COE to be the regional center of technical exchanges, education and training, and carry out cooperation with other COEs with a joint efforts to enhance nuclear security level in the region.
