The First Plenary Meeting of the Fifth National Nuclear Emergency Coordination Committee held in Beijing

On August 25, 2009, the first Plenary Meeting of the fifth National Nuclear Emergency Coordination Committee opened in Beijing. Mr. Li Yizhong, the Minister of the Industry and Information Technology (MIIT) of China, Principal Commissioner of the Committee, chaired the meeting and made keynote remarks. Mr. Chen Qiufa, Vice Minister of MIIT, Chairman of CAEA attended the meeting and announced the updated list of members of the Committee. Mr. Wang Yiren, Chief of the National Nuclear Emergency Management Office delivered the Work Report on the National Nuclear Emergency Response to the Committee.

The Report made a comprehensive summary of the achievement and experience scored in the area of nuclear emergency for the past five years, including enhancing planning system, improving institutional structure, advancing capability building and technical level, and strengthening prevention mechanisms and effective response to unexpected incidents. The Report also did an in-depth analysis of the new situation and tasks, made plans and deployments for the future work.

The meeting pointed out, ever since the first plenary meeting of the fourth Committee, nuclear emergency institutions at all levels have implemented the scientific outlook on development and made creative and concerted efforts in enhancing planning system, improving institutional structure, advancing capability building and technical level, strengthening prevention mechanism, making all-out efforts in earthquake disaster relief and rooting out hidden hazards to ensure safety of nuclear facility. They also have given to play its expertise to contribute to the security of Olympic Games, made preparations for national exercise and innovated mechanisms as well as made unremitting preparations to ensure timely and effective response.

The Meeting also pointed out, special attention should be paid to the eight areas so as to meet the needs of new development in the area of nuclear emergency, including implementing the eleventh five-year plan and organizing formulation of the 12th Five-Year Plan; strengthening time-to-time management of nuclear emergency planning; making meticulous preparation for the first national emergency joint exercise; revising the current Regulation on Nuclear Emergency Management of NPPs; continuing to advance capability building, making break-through in key technologies; doing good job in exercise, training, publicity, etc. and expanding international cooperation.

This meeting was organized against the backdrop of fast development nuclear industry in China, which fully demonstrated the special attention paid by the State to nuclear emergency work. During the meeting, member units also exchanged latest work in this field and reviewed the Work Report of the National Nuclear Emergency Management Office.

Commissioners of the Committee, liaison personnel, experts of the advisory group, and relevant officials and personnel from nuclear emergency organizations, nuclear facility operators and technical support units from provincial and city levels attended the meeting.
