On September 24, 2009, President Hu Jintao attended and addressed the UN Security Council Summit on Nuclear Non-proliferation and Disarmament held in New York.
During the summit, Hu delivered an important speech entitled Work Together to Build a World with Universal Security. He stressed that China consistently advocates an overall prohibition and complete destruction of nuclear weapons, firmly pursues a self-defense nuclear strategy, always adheres to the policy of no-first-use of nuclear weapons at any time and under any circumstance and has made the clear commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones. China does not participate in any form of nuclear arms race. It will continue to keep nuclear capabilities at the minimum level required for its national security and make efforts to advance the international nuclear disarmament process. We will continue to play a constructive role in maintaining the international nuclear non-proliferation system.
The Summit mainly discussed nuclear non-proliferation and disarmament issues, including arms control and nuclear disarmament, international nuclear non-proliferation regime, prevention of the illicit trafficking of nuclear materials, security of nuclear materials and international peace and security, etc.
