[CAEA Netnews] In the morning of October 24, 2005, Mr. Sun Qin, Vice Minister of COSTIND and Chairman of CAEA met with Ambassador Linton Brooks, Under Secretary of DOE and Administrator of NNSA, and US delegation attending the Joint China-US Integrated Nuclear Materials Management Technology Demonstration. Both sides exchanged the views of strengthening the cooperation on non-proliferation, anti-terrorism and nuclear technology.

Both China and USA were responsible countries in the international affairs, Mr. Sun said. Two countries enjoyed good bilateral relationship in general and frequently carried out high level exchange visit.  After summit meeting this September, both national leaders agreed by consensus to further promote the constructive cooperative relationship and strengthen the dialogue and collaboration on important fields and issues such as anti-terrorism, non-proliferation, affairs in UN and Asia-Pacific region and etc.  This coming joint demonstration was part of those tangible efforts of strengthening cooperation in the non-proliferation fields promised by China and USA. By this demonstration, both sides would enhance mutual trust, acknowledge and friendship, promote joint development of technology. Meanwhile, the capacity of nuclear material control and physical protection and ability of anti-terrorism of China would also be upgraded. He pointed out that this was the important step in the Sino-US nuclear technology coo
peration and hoped USA could offer more opportunities to help  China in the fields of technology, physical protection upgrade and personnel training. 

Ambassador Brooks mentioned that USA acknowledged the leading role of China in the regional efforts of anti-terrorism and non-proliferation and had a willingness to continue the cooperation with China in this regard. He highly commended the significant contribution of China in the amendment of “Convention on Nuclear Physical Protection” and regarded China as a role model in the region. He appealed the other countries to follow the action of China and emphasized that each country had its own obligation to implement the convention and should not make the Convention in vain.
