  [CAEA web news] December 20,2004,Mr.Zhang Yunchuan, Minister of Commission of Science, Technology and Industry for National Defense(COSTIND), met with Korean delegation headed by Mr.Lee Hee-beom, Minister of Ministry of Commerce, Industry and Energy(MOCIE). Both sides broadly exchanged views on many issues including Sino-Korea  relationship, Nuclear Cooperation and etc.                                                                                                                    

  When talking about the situation of China’s  Nuclear Power development, Mr. Zhang said, Chinese government had decided to speed up the nuclear power development. As a competent authority in the nuclear industry, COSTIND played an important role on the selection of nuclear technology . Currently, the total installed capacity of nuclear power in China was about 9130 MWe, accounting for 1.5% of total installed capacity of country. If the nuclear power program could be implemented as planning, China had to construct more than two reactor units  each year to meet the demand of energy from now on to 2020. 

  Mr.Zhang pointed out that two countries had achieved a tangible cooperation in the nuclear technology. The effective cooperative activities had been carried out between the research institutes of two sides in the aspects of nuclear engineering, nuclear safety and etc. Korean nuclear power plants had made sister relationship with Chinese nuclear power plants in Qinshan Phase II and Phase III. Korean nuclear power plants maintained boasted operation records and fostered a team which consisted of well trained technicians with high management efficiency. Both sides could explode collaboration on staff training and operation management. The kernel technology of nuclear technology was pretty complex, which got involved with advanced nuclear fuel, manufacture of large components, calculation of thermal balance and etc. Both experts could enhance the mutual exchange and understanding in these fields. Mr.Zhang welcomed Korean companies to participate in the public bidding of single system and equipment of China’s nuclear projects.

  Mr.Lee said, Republic of Korea was close to China geographically. Both countries enjoyed the similar culture background. He hoped two sides could enhance the cooperation in the construction of nuclear power plants to get win-win situation. He also wished two side could carry out the cooperation in potential fields such as Human Resources, Nuclear Equipment and component and new nuclear projects.

  Mr.Lee said,since Korean built nuclear power plants in 1978, there were 19 units under operation up to now. One unit was under construction. Another 8 reactor units were planned to be built. So far, 40% of electricity in Korea came from nuclear power, higher than the average number of world.Since 1970’s, Korean had introduced the nuclear technology from USA ,Canada and France respectively and successfully achieved the localization of imported technology. Now, Korean could design, construct and operate the nuclear power plant on their own and possessed the intellectual property right of kernel nuclear technology. If Korean companies had a chance to participate in the public bidding of new nuclear project in China, they would like to transfer the key technology comprehensively. He proposed Korean and Chinese experts to hold a seminar in Korea in 2005. Mr.Lee also invite Minister Zhang Yunchuan to pay a visit in Korea at convenient time in 2005.(writer/ Gu Xinping)
