The 28th Meeting of National RCA Representatives was held in Thailand from 27th March 2006. 49 participants from 17 RCA Member States, International Atomic Energy Agency (IAEA), and the Forum for Nuclear Cooperation in Asia (FNCA) attended the Meeting. Mr. ZHANG Jing (the National RCA Representative of China), Director General of the Department of International Cooperation of China Atomic Energy Authority (CAEA), led a delegation to attend the Meeting.

The Meeting had discussions on various topics, including RCA Annual Report 2005, Report on the Implementation of the RCA Programme in 2005, RCA Programme for 2007/2008, RCARO Annual Report, RCA Medium Term Strategy, etc. The Meeting also held extensive negotiations and deliberations on topics such as Appointment of Thematic Sector Lead Countries and Coordinators, Extension of the RCA Agreement, Development of an Intranet for RCA. The Chinese Delegation had expounded principles and positions on relevant topics, and given suggestions and opinions on specific items. During the meeting, Chinese delegation had submitted a Statement of China RCA Representative on Appointment of Thematic Sector Lead Countries and Coordinators to the meeting.

The Minister of Science and Technology of Thailand, Pravich Ratanapian attended the opening ceremony and delivered a speech. After that, the IAEA and the Ministry of Science and Technology of Thailand held a press conference. A scientific forum on human resources sustainability of RCA member states in ocean environment, human health and water resources development was also held during the Meeting.
